Raytheon Intelligence and Space (RI&S) is seeking a Mid-level Contracts professional for the High Consequence Missions (HCM) Sub Mission Area within the Cybersecurity, Training, and Services (CTS) Product Line. This position will be located in Dulles, VA/Herndon, VA (with some ability to work remotely) and is an integral member of the HCM Contracts, Supply Chain, and Operations team. The Contracts Manager will be responsible for supporting new business pursuits and on-going, cradle-to-grave contract administration activities. The successful candidate will have the opportunity to grow the role into a supervisory role over a small team (2+) of contract administrators/managers.

The successful candidate will be responsible for creating and executing the Contracts strategy for their programs ___ predominately Level-of-Effort (LOE) contracts with contract types that are CPFF-LOE, CPAF-LOE, T&M, and FFP-LOE. The ideal candidate has experience with Program Management principles, such as formulating and executing business strategies to reduce risk, enhance customer satisfaction, build positive relationships, improve profitability, and support the generation of additional business opportunities.

Responsibilities Include:
___ Draft, review, and negotiate various contracts of different sizes, types and complexity
___ Manage relationships with the HCM Government customers
___ Summarize contract issues, research and interpret regulations, identify risks, and formulate solutions
___ Develop negotiation strategies and negotiate sound business deals
___ Provide governance to the program team carrying out the terms and scope of the contract
___ Establish and implement effective Contract Change Management plans
___ Provide guidance to cross business teams
___ Foster teamwork with both external and internal customers
___ Handle several assignments concurrently while maintaining schedule deadlines
___ Provide support to front-end strategic assessments of new business pursuits

Requirements:
___ Minimum eight (8) Years of Government Contract Management applicable experience, with demonstrated experience to Classified USG End Customers.
___ U.S. Citizenship is required as this position needs an active U.S. Security Clearance TS/SCI as of day one of employment
___ Strong knowledge of USG FAR and DFAR requirements
___ Experience effectively negotiating Terms and Conditions (T&C___s).
___ Experience with Level-of-Effort (LOE) contracts within the Intelligence Community (IC)
___ Demonstrated ability to effectively work and lead in an IPT environment.
___ Demonstrated ability to influentially communicate with excellent interpersonal, written and oral communication skills; Experience effectively briefing Program, P&L, and or Contracts leadership.
___ Demonstrated experience developing effective customer and functional relationships.
___ Experience with all contract types (T&M, FFP, CPFF, CPIF, CPAF, IDIQ)
___ Experience with a variety of agreements: Teaming, Bidding, and PIAs/NDAs
___ Experienced at Statement of Work development and Change Management.


Desired:
___ PMP Certification or equivalent
___ Raytheon Six Sigma (R6s) or equivalent.
___ Master___s Degree
___ Knowledge of the Raytheon Integrated Product Development System (IPDS) with emphasis on Gates two (2) through five (5).
___ Experience with Pricing and understanding Rate Buildups/CAS Disclosure Statements
___ Experience interpreting prime contract requirements and the subsequent development of supplier flow downs and Material Contract Briefs (MCB___s)
___ Experience with commercial licensing models
___ Highly desired TS/SCI with polygraph, especially Full Scope Polygraph (FSP)

Required Education:
Bachelor Degree in Business Administration or other Business or related degree
