Preferred Qualifications: B.S. in public health, communications, community planning, early childhood education, human development and family studies Experience using SMART goals and objectives (Specific, Measurable, Achievable, Realistic, and Time-Bound) Experience working with diverse research teams and capacity to understand and translate research into actionable goals. 5 years of experience in community planning and/or public policy Experience in facilitating needs assessment and strategic planning Knowledge and understanding of early childhood issues Experience giving presentations to a variety of adult audiences Job Description: Iowaâ??s Integrated Data System for Decision-Making (I2D2) is a state-university partnership between Early Childhood Iowa (ECI) and Iowa State University to support evidence-based policymaking at the state level and in local Iowa communities. I2D2 addresses a persistent and urgent need for program and policy leaders to have more accessible and actionable intelligence about the needs and service utilization patterns of Iowa children and families to inform coordinated programming and strategic planning. It brings together stakeholders across public health, human services, education, and workforce development to identify priority issues in communities, integrate and analyze relevant data about child and family needs and service utilization patterns, and engage in dialogue to improve decision-making that advances service effectiveness and efficiency for Iowa children and families. The Director of Outreach and Strategic Planning will work at the intersection of this state and university partnership, serving as a liaison bringing expertise in collective impact approaches and stakeholder engagement to best facilitate the use of data-driven decision-making at state and local levels. In collaboration with the Iowa Department of Management (home of Early Childhood Iowa), the Director will implement activities related to the stateâ??s strategic plan for improving service coordination among early childhood programs, including providing coordination support with the stateâ??s first fully integrated administrative data system for policy analysis (I2D2). The successful candidate will join a productive team of investigators led by Drs. Heather Rouse and Cassandra Dorius (see http://www.hdfs.hs.iastate.edu/ for more information about the HDFS department including faculty homepages), and ECI leadership including Shanell Wagler and Amanda Winslow. Qualified candidates will possess strong leadership and communication skills, community organizing and relationship building, local and national fundraising, and ability to translate research into strategic community and state-level plans. Job Duties Stakeholder Engagement and Leadership. Develop and maintain excellent working relationships with leaders and partners across the state-university partnership, and with additional stakeholders at local, state, and national levels invested in the work of ECI and I2D2. Establish, organize, and facilitate networks and coalitions at the local, state, and national levels to build capacity for using evidence to inform decision-making. Provide leadership and subject-matter support about at the local, state, and national levels. Coordinate with national experts to infuse best practices in evidence-based systems building and the use of integrated data systems for policy analysis and evaluation. Facilitate and staff I2D2 governance workgroups to maximize engagement of state and university leaders in priority setting, fundraising, and implementation of rigorous policy analysis to address identified needs. Analysis and Strategic Planning. Develop plans for state and local analysis using I2D2 and other evaluation resources to inform coordination and program improvement efforts. Facilitate statewide and community needs assessment and strategic planning at local levels by identifying needed data sources, informing data analysis strategies, and translating findings in collaboration with community leaders. Identify and recommend innovative ways to reach targeted under-served or under-represented populations in strategic planning goals. Communication, Writing and Reporting. Generate targeted and varied communications for diverse audiences about the value of I2D2 work, the strengths and needs of communities and state agencies, and priorities informing strategic planning efforts. Develop funding proposals to support state and local needs assessment, strategic planning, and program implementation efforts. Document progress on strategic planning efforts and I2D2-supported projects for funders and other stakeholders.                                                                            This is a term position with the possibility of renewal. The University is in the process of implementing a new classification and compensation structure. The impending change is expected to be completed by Fall 2020. Any P&S employee hired through this posting may be assigned a new title and associated pay grade upon the employment start date (and after the initial offer), commensurate with qualifications required for the position.
