Overview

The Senior Proposal Manager will lead proposal development activities for Vectrus Corporation (Vectrus), at our Tysons, Virginia, office. While this position is focused primarily on supporting opportunities for Vectrus' wholly owned subsidiary, Vectrus Missions Solutions Corporation (VSMC). The successful candidate will be part of a highly collaborative, elite proposal team, with members based primarily in Colorado Springs, Colorado and limited resources in Vectrus' Virginia office. In this successful construct, the Senior Proposal Manager may be assigned to lead or support proposals, remotely or in person, being developed by Vectrus locations other than the VMSC office in Virginia. The Senior Proposal Manager will have access to all Vectrus proposal resources (e.g., technical staff, writers, editors, desktop publishers, templates, SharePoint collaboration site, etc.) necessary to develop proposal submissions in response to US Government (USG) Requests for Proposal (RFP).


Responsibilities

  • Provide guidance to Capture Managers and Business Development Leads; actively participate in Capture planning strategy and review meetings.
  • Assist Capture Managers with the development of win themes, value propositions, and discriminators.
  • Work with the corporate proposal organization to identify and obtain resources needed for completing proposals, to include outside subject matter experts (SME) and consultants, as necessary.
  • Establish a SharePoint proposal site and ensure team members have proper access.
  • Provide a list of all authorized job codes.
  • Analyze RFPs to identify all requirements; ensure the development of compliant annotated outlines for proposal sections/volumes.
  • Develop and maintain proposal compliance matrices.
  • Interfaced with Contracts, Compliance, and Legal departments to ensure Vectrus compliance with all requirements .
  • Gather questions from across the proposal team (e.g., SMEs, Security, Safety, Quality, Supply Chain, Finance, Human Resources, Contracts, Legal, etc.) concerning all elements of an RFP, following USG guidelines, and ensure questions are properly submitted to the USG.
  • Establish and maintain proposal schedules-from the kick-off meeting, through color team review, to final production and submission.
  • Collaborate with Cost/Pricing team members to ensure consistency of Cost/Price volumes with other volumes. Lead, direct, and write cost/price volume narratives with input from the Cost/Pricing team.
  • Lead focused, effective proposal meetings to ensure appropriate progress, identify and resolve issues, and provide guidance to the proposal team.
  • Respond rapidly to amendments and make necessary changes/adjustments (e.g., outlines, compliance matrices, etc.) across the team.
  • Define style conventions based on Vectrus standards and individual RFP requirements.
  • Approve templates, covers, spines, tabs, section layouts, graphics, etc.
  • Identify the need for graphics for each section volume as appropriate: work with graphic designers to create proposal graphics.
  • Work with SME's (e.g., technical and functional departments) to obtain compliant and compelling content for sections/volumes.
  • Review daily input from SME's and writers: provide feedback as necessary.
  • Select color team reviewers, schedule reviews, in-brief review team members, obtain review team feedback, adjudicate feedback, and conduct post-review sessions with reviews to clarify issues/or concerns.
  • Perform a final review of all documents and sign off on production and submission readiness.
  • Ensure submission via the USG-mandated means (e.g., email, web portals, CDs, paper copies, etc.): this may include travel to hand-deliver proposals.
  • Participate in post-submission proposal lessons-learned sessions.
  • Lead, develop, and submit responses to USG Evaluation Notices (EN) as required.
  • Mentor and provide guidance to junior proposal staff. Create and maintain a positive proposal-development work environment, demonstrate a professional attitude, and threat all employees with respect. Share good ideas with the proposal team.
  • Maintain and ensure strict compliance with Vectrus policies and procedures relating to business Ethics and Code of Conduct.

Qualifications

Minimum Qualifications

  • Bachelor's Degree-Relevant experience can be substituted for degree requirement.
  • Familiarity with the Shipley-based proposal development process in required.

Experience

  • Minimum of seven (7) years' of proposal management experience in the USG contracting industry successfully leading winning proposals in response to USG RFPs.
  • Previous proposal experience leading proposals involving:
  • DoD base operations (facilities and logistics) both CONUS and OCONUS, in the Intelligence Community , and delivery of IT and network support and services (highly desired).
