Position Summary / Responsibilities:

We are currently seeking a motivated, career and customer oriented Senior Telecommunications Program Manager to join our team in Boyce, VA (with ocassional visits to Winchester, VA and Washington, DC) to begin an exciting and challenging career with Unisys Federal Systems.

 

In this role you will provide team leadership and creativity in the development and implementation of services engagements to FEMA. You will manage multiple projects or sub-projects, including the development and integration of entire project(s). You will be expected to deliver consistently high value, "client ready" work with minimum supervision. The successful candidate will perform the role of primary interface with the client -- communicating deliverables, conducting client meetings, obtaining required client sign off and specifications,  and coordinating client acceptance and billing. Achieves the baseline metrics for assigned project(s). Sets objectives and priorities for the project staff. Assigns and reviews tasks, assesses and manages staffing requirements. Actively generates and participates in the development of new services business opportunities that result in profitable revenue growth. Negotiates contracts with clients and third party suppliers.

 

 

Duties/Tasks and Responsibilities

The Senior Telecommunications Program Manager is responsible for providing the program management oversight across the contract and all contract task orders, up to and including contractual deliverables and financial controls. Program Management is one of the primary points of contact with client’s OCIO office. The Program Manager oversee the execution of related task orders, monitor and direct all work performed under assigned task orders, manage deliverables development and submission, and coordinate closely with the government Task Manager (TM) on all acquisition and program management tasks. The qualified candidate that can consult and review the system requirements in areas relating to Operations and Maintenance (O&M). Responsible for the successful implementation and delivery of strategic, complex projects; Coordinates receipt of project plans, level of effort estimates, scheduling, monitoring and progress tracking of projects; Responsible for assisting with preparation an  promulgation of program and risk management including strategy, project controls, project plan reviews, risk analysis and mitigation, staffing, and organization development.

Requirements

Key Qualifications 

  • 15-20 years of telecommunications experience
  • Experience in developing and executing IT projects
  • National Call Center experience
  • DHS/FEMA HQ and Regional Operations management experience
  • Executive management experience both remote and onsite
  • Experience providing executive level decisions to meet contract and program goals
  • Familiarity with Mobility Program processes and procedures
  • 24x7 availability
  • A minimum of 10-15 years of experience in project management and/or business analysis experience

 

Position Requirements:

  • U.S. CITIZENSHIP REQUIRED
  • Bachelor’s Degree in Computer Science or related field degree and a minimum of 15 years of telecommunications experience and 10 to 15 years experience in project management and/or business analysis.
  • Local candidates only. Work location: Northern Virginia
  • Must have passed the equivalent of a High-Level Risk Background Investigation (or higher) prior to commencing work.
