We are currently seeking a motivated, career and customer oriented Policy Analyst to join our team in Washington, DC, to begin an exciting and challenging career with Unisys Federal Systems. 

 

Position Summary:

 

In this role you will use your expert knowledge of Federal IT issues and mission issues affecting the client organization such as disaster response and continuity. Perform analytical assignments. Analyze economic theories including micro-economics and the effect of proposed policies on operations, cost, resource allocations, or end user requirements; and/or macro-economics and the effect of proposed policies on Federal IT operations. Analyze the impact of executive/legislative decision making process on the proposed policy. Exercise pertinent research and analytical methodology and ability to apply such techniques to policy issues, such as: (1) Qualitative techniques to perform extensive inquiry into a wide variety of significant issues, problems, or proposals; determining data sources and relevance of findings and synthesizing information; evaluating tentative study findings and drawing logical conclusions; and identifying omissions, questionable assumptions, or inadequate data in the analytical work of others; (2) Quantitative methods, including cost benefit analysis, design of computer simulation models and statistical analysis including survey methods and regression analysis. Assesses the political and institutional environment in which decisions are made and implemented.

 

Responsibilities: 

  • Provide expert support for specific task areas on the contract and shall assist the program manager in working with the government project leadership and representatives in the planning, management, execution and reporting related to policy development and supporting processes.
  • Provide expert project and IT service and management advice in areas such as capital planning and investment control. Support client project teams in all aspects of project planning, management, and reporting.
  • Maintain proficiency in use of project management methodologies and leverages skills to assist project teams in using approved client Project Life Cycle methodologies.
  • Develop and improve policies and practices related to Project and IT Portfolio Management and Service Delivery. Consistently and independently delivering high value, 'client ready' work products and deliverables.
  • May direct multiple project work teams with delivery, architecture and policy staff.
  • Direct and support development and integration of project deliverables. Sets objectives and priorities, assigns and reviews tasks, performance and staffing requirements.
  • Writes accurate and effective statements of work so that both the client and project staff understands the project expectations and roles.
  • Provides leadership and creativity in structuring and delivering client engagements and task orders with frequent client interface and numerous deliverables.
  • Use appropriate methodologies (such as risk mitigation/management, change/control management and contract management) to manage projects.
  • Identifies opportunities for new business that results in profitable revenue growth within the existing client base. Evaluate the client's business strategy, objectives and requirements to identify new opportunities and conduct needs assessments.
  • Establishes strong client relationships, and leverages industry expertise to translate the client’s long-range business plan into a services strategy.
  • Interfaces with client’s senior management levels up to CEO/CIO level. Functions as an expert in one or more solution or industry areas such as IT governance, policy development, capital planning, and performance management.
  • Establishes and maintains relationships with industry trade associations, regulatory organizations and key industry executives.

Requirements

Position Requirements:

  • Bachelor's degree and minimum 8 years professional service practice experience in a policy development or analysis role within an organization, with Federal agency or equivalent blend of education and experience.
  • Ideal prior work experience includes:
    • Performing the job of an policy analyst or policy development with consulting experience. Some project management experience also desired.
    • Developing relationships with a variety of clients in a broad range of industries.
    • Obtaining in-depth knowledge of one’s area of specialization, field or technology.
  • Successfully completed PMI or IPMA professional certification. 
  • Active participation in professional associations, industry roundtables, etc.
