Summary / Description

We are seeking a motivated, career and customer oriented Business Process Manager interested in joining our team in Chantilly, VA and exploring an exciting and challenging career with Unisys Federal Systems.

 

The National System for Geospatial-Intelligence (NSG) Products System Engineer provides Subject Matter Expertise (SME) level of technical, engineering, and programmatic life cycle management of the NSG Product Description Document (NSGPDD) specification to ensure new products or changes are well evaluated, coordinated, documented, delivered and executed to meet NGA and external stakeholder data interoperability requirements.

The scope of the efforts requires domain expertise in highly complex image and video product formation from geospatial intelligence sensors and systems, interoperable product metadata development, data standards, and documentation configuration management. Performs NSG product technical analysis at all levels of total system production throughout system life cycle. Performs product requirements definition and allocation translating customer requirements into product specification and capability/functionality description. Ensures GEOINT products being developed comply with NSG enterprise technical architecture and standards, and supports NSG enterprise implementation control gates. Plans and coordinates NSG product modifications, with emphasis on NGA segments, capabilities, services, and products, to support all GEOINT data types, formats, metadata and volumes.

Specific NSGPDD technical expertise and document maintenance support tasks include:
• Provide assessment of RFCs for NSG impact, coordinating and delivering reco’s to customer
• Develop new GEOINT product requirements impacting NGA & Mission Partner baselines as part of end-to-end NGA & joint RFC process, preparing and coordinating required documentation changes
• Investigate, initiate, coordinate, and create NSGPDD Request For Change change pages per NGA CM process
• Maintain configuration control of NSGPDD change pages and incorporate into gold copy document
• Host Weekly TEM with NSGPDD producers, consumers, and stakeholders proposing NSGPDD amendments
• Participate in other NSGPDD stakeholders’ TEMs where NSGPDD amendments are being proposed
• Participate in joint product development working groups to provide analyst and NSG requirements so that products will smoothly integrate into GEOINT systems with maximum efficiency and interoperability
• Provide technical representation, presentations and collaborative support to other NGA, POR, Portfolio and external stakeholder activities and initiatives that effect or are affected by the NSGPDD
• Prepare Status Reviews of the NSGPDD project status, content and schedule review, to include Risk, Opportunity, and Issues (ROI)
• Ensure NSGPDD compliance with NSG standards and metadata interoperability between systems and entities that produce and consume NSG products.
• Engage with the Geospatial Intelligence Standards Working Group (GWG) for NSG Standards Registry updates for product standard updates.
• Develop and support NSG Product engineering study requests, Analyses of Alternatives, and notional CONOPS and topical requirements for future improvements
• Manage continuous customer and stakeholder engagement business rhythms and communications
• Apply innovative mission product capability, production process, product implementation engineering and re-engineering, and process improvement, for integrating GEOINT sources into NSG TPED life-cycle

Requirements

Required Qualifications:
• MS in Engineering, Computer Science, Info Systems, Math, or related scientific or technical discipline
• 15+ years of experience in a directly related field, with 10 years recent agency experience
• 6 years of SE&I experience related to GEOINT functionality and interfaces
• At least 1 year Requirements Engineering, configuration baseline management and control experience
• Extensive experience with National,  Commercial and Airborne systems data and product specifications across multiple sensor modalities
• GEOINT data standards, and interoperable product metadata development expertise, and working knowledge of GEOINT Acquisition, Documentation Baseline Control and Change Management Processes and Methods
• Experience applying SE processes, including e.g.: detailed implementation planning of complex systems or enterprises, mission/capabilities/services needs and requirements analysis, definition, decomposition, and interface definition
• Experience using logic and reasoning to identify the strengths and weaknesses of alternative technical solutions, conclusions or approaches to problems
• Comprehends complex technical issues; defines the problem in ways that communicate to technical and non-technical staff, and persuasively proposes solutions to meet customer mission needs
• Experience troubleshooting and problem-solving technical and non-technical issues
• Demonstrated ability and experience identifying and solving problems, reviewing related information to develop and evaluate options, and recommend solution implementation
• Self-starter and able to manage multiple tasks and changing priorities delivering efficient staff work
• Ability to work independently and within a team environment and at Senior Executive and execution levels
• Strong customer service  teaming skills; ability to collaborate in cross-functional organization teams
• Excellent written, verbal, and presentation skills; Able to lead technical forums, initiatives, and studies
• Knowledge/experience working in the Intel Community

Desired Qualifications:
• MS in Engineering, Computer Science, Info Systems, Math, or related scientific or technical discipline
• Relevant SE&I (INCOSE ESEP/CSEP, Agile) and IT (ITIL) certifications
• Knowledge and experience with NSG enterprise, NGA/IC/DoD architectures/missions, NGA &/or Mission Partners systems/sensors/phenomenologies/products
• Demonstrated working knowledge of the NGA organization, leadership, programs, systems, products
• Knowledge of NGA Strategic Initiatives(Modernization Efforts, ABI, OBP, GEOINT Services, GLOBE, OIT)
• Knowledge/experience with all source all domain (space, air, sea, land) IC/DoD/NGA ISR GEOINT enterprise/architectures/missions/platforms/sensors/phenomenologies/systems/ capabilities/services/functions/products (esp., NGA systems)
• Technical project engineering leadership skills and experience; Systems analysis experience
• Demonstrated working knowledge of NSG/ASG Enterprise org's, leadership, architectures, programs, systems, and NGA Acquisition, Baseline Control, Change Management Processes
