JOB SUMMARY
The Research Administrator I/II serves as the administrative leader for the day-to-day operations of research conducted within the Department, and is responsible for its strategic management and coordination. The role includes assisting the Department Chair with recruitment and management of faculty, research and administrative staff, as well as visitors. This position coordinates fiscal activities and ensures compliance with Houston Methodist policies. In particular, the Research Administrator is responsible for the financial management of internally and externally supported budgets. The position also performs administrative duties required for direct supervision of functional groups and administrative support staff, and provides leadership and direction to Department managers and staff, as appropriate.
The job duties for Research Administrator I and II are the same, with the difference being in the size and complexity of the operations being managed. The following guidelines should be used in order to determine the appropriate level:

Research Administrator I:

Total extramural funding:
Oversees lab or clinical based research

Research Administrator II:
FTEs: >50
Total annual operating budget: >$10 million
Total extramural funding: >$5 million
Oversees lab and clinical based research

Requirements:

DUTIES AND RESPONSIBILITIES
PEOPLE 25%
  1. Provides consultation, liaison, and administrative coordination between investigators and sponsoring organizations, and/or regulating bodies.
  2. Directs and manages the efforts of functional manager groups and research personnel to include hiring, performance management, scheduling of work assignments, disciplinary action, promotions, and transfers.
  3. Defines and communicates job descriptions, core competencies, and performance standards and expectations.



SERVICE 20%
  1. Responsible for overall research business operations of the Department
  2. Provides reports to TMHRI leadership regarding the status of research projects.
  3. Supports business development efforts by serving as the primary point of contact, maintaining and responding to inquiries regarding operational activities.
  4. Provides input to functional groups regarding resource needs for potential and newly awarded clinical research projects.

QUALITY/SAFETY 20%
  1. Ensures that all activities are carried out in accordance with established research protocols, and with acceptable clinical procedures and safety standards.
  2. Monitors progress and performance of all projects to include quality of services, timelines of deliverables, compliance with regulatory requirements, and adherence to financial targets.
  3. Reviews information from audit reports and post-project debriefing sessions to identify opportunities to improve conduct of clinical research. Collaborates with TMHRI leadership to resolve clinical research compliance issues. Ensures appropriate structure and procedures, including implementation of corrective and/or preventive actions following internal and/or external audits and/or inspections.
  4. Coordinates regular research meetings to communicate departmental and organizational activities, goals, and policies.
  5. Establishes accurate and consistent productivity expectations and revises as needed. Makes recommendations regarding staffing requirements to meet departmental needs and achieve maximum productivity

FINANCE 25%
  1. Responsible for planning, managing and controlling department budgets. Establishes procedures for financial control and reporting.
  2. Responsible for planning budgetary forecasts for clinical research revenue and expenses on an annual basis.
  3. Monitors expenditure of funds relative to budgetary targets for all trials on an ongoing basis. Ensures that variances are identified and communicated to appropriate personnel in a timely manner. Facilitates efforts to implement appropriate interventions.
  4. Responsible for adherence to federal and other grant funding policies, including grant management.

GROWTH/INNOVATION 10%
  1. Establishes and implements short- and long-range organizational goals, objectives, policies, and operating procedures; monitors and evaluates operational effectiveness; effects changes required for improvement.
  2. Identifies operational obstacles across all projects based on input from investigators, research team members, and sponsors; communicates patterns and trends to TMHRI leadership as appropriate; and participates in and supports efforts to develop and implement process/system improvements.
  3. Provides direction and input in the development of operational plans for new projects and proposals as well as collaborations and outsourcing.

Qualifications:

EDUCATION REQUIREMENTS
Bachelor of Arts or Science degree
Masters of Business Administration/ Public Health/ Health Administration degree preferred

EXPERIENCE REQUIREMENTS
5+ years of research administration including experience in program management required, preferably in a recognized university/research institute setting

  • Sufficient proficiency in speaking, reading, and writing the English language necessary to perform the essential functions of this job, especially with regard to activities impacting patient or employee safety or security.
  • Ability to effectively communicate with patients, physicians, family members and co-workers in a manner consistent with a customer service focus and application of positive language principles.
  • Experience planning and developing processes for implementation of multi-center research projects.
  • Familiarity with federal funding regulations.
  • Requires strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
  • Requires highly effective time management skills.
  • Requires ability to direct and train employees, to include organizing, prioritizing, and scheduling of work assignments.
  • Ability to develop and deliver presentations.
  • Requires highly proficient Microsoft Office skills including Word, Excel, PowerPoint, as well as some database experience.
